I believe, this is more of like a Heat Exchanger Problem, specifically, cross-flow heat exchanger. You might as well try finding analytical solution with the backdrop of Cross-flow Heat exhanger.

Heated cylinder bundles, cooled by an axial stream of water, with spargers adding extra coolant between the bundles. I can't remember exactly whose design was like that, but I'm sure somebody's was.
As 'Anonymous' points out, the empirical correlations for heat exchangers would be a good basis on which to start, though it might be wise to consider axial flow rather than cross-flow. The spargers will act to reduce the coolant temperature along the length of the heat exchanger, so you'll probably need to correct your 'mixing-cup' temperature in proportion to the amount of coolant sent through the spargers.
Even if your system isn't actually a nuclear reactor, you might still find appropriate correlations in the literature for nuclear reactor cooling-system design (in particular, articles referring to PWRs) from the pre-CFD era - say, up to the mid 1980s.
